PENN PARISH COUNCIL

Over the past few months, we’ve been busy with various projects and initiatives aimed at improving our community. Here are some of the key highlights from June to

September 2024.


Penn Neighbourhood Development Plan Examination In summer, the Penn Parish Neighbourhood Development Plan underwent a significant examination phase (www.ppnp.online). The independent examiner, Mr. A Ashcroft, has reviewed the Penn Neighbourhood Plan and provided his response. The plan, which aims to shape local development in Penn, has been praised for its comprehensive approach to community needs and sustainable development.


Mr. Ashcroft commended the plan’s focus on preserving local heritage, enhancing green spaces, and promoting sustainable travel. However, he recommended several modifications to ensure the plan meets all statutory requirements and is fully aligned with national planning policies. These recommendations include refining the design code, clarifying policies on housing mix, and

strengthening measures to reduce the carbon footprint. The Strategic Working Group, which consists of councillors and members of the community, will now consider his recommendations, and take advice from their planning consultants, before proceeding to respond formally to the

Examiner’s questions. A local referendum, where residents will have the final say on the plan’s adoption is anticipated later this year. The Examiner’s Response has been published in full on the parish website in the News section.


Speed Limit Reduction - statutory consultation to reduce the speed limit from 40 mph to 30 mph on the B474 Penn Road in Knotty Green. The consultation results are in. Over 320 residents

supported the change during the consultation process (87% of replies were positive). Hence, we are pleased to announce that the proposed speed limit reduction on the B474 Penn Road, from Knotty Green to Beaconsfield, has successfully passed to the legal stage and is set for

implementation hopefully in 2024-25.


The Penn Parish Council Highway’s Committee is match-funding the change and supporting

Buckinghamshire Council’s Highways in this. Penn Parish Councillors would like to thank all residents and stakeholders who participated in the consultation process. Your input has been invaluable in shaping this important safety measure.


Successful Audit Conclusion We are pleased to announce that our annual audit concluded successfully in August. This achievement underscores our commitment to transparency and fiscal

responsibility.
